    Antoni is correct.

You would do better to find a good used Canon instead of a new third party lens.

Your lens is your most important investment. They last for decades, where as your DSLR will need replacing in just a few years.

The other contributers are confusing minimum aperture with Maximum aperture.
    F/22 is FINE
The lens in question has a MAX. aperture of 3.5-5.6 which is not great but for bright lighting it will be fine.
The lower the number on the MAX aperture means the faster the lens is and will allow you to shoot in lower light levels without needing a flash.
If you shoot alot indoors or in low light situations, this is not the lens for you. You should look for one that has a fixed max aperture of f2.8 like the 28-75 here

Better yet, stick with Canon glass.

    It’s a kit-grade f3.5-5.6 lens.

Canon makes a similar lens and I’d pick it over this one.

    Hope this helps.
