whats a good fair priced telephoto lens? like if i want to take a decent close pic of a sign across the street?

You will probably need at least a 200mm lens (unless the street sign is very large, or your streets are very narrow). Canon makes quite a few that are available under $300. I’m not sure whether that fits your definition of fair priced.
EF 55-200mm f/4.5-5.6 II USM - $200
EF 75-300mm f/4.0-5.6 III - $150
EF 100-300mm f/4.5-5.6 USM - $275
For a bit more,
EF 75-300mm f/4-5.6 IS USM - $550
The only one of those I have experience using is the 75-300 that sells for about $150 and it’s not that great a lens to be honest.
You can also check non-Canon alternatives, Sigma, Tamron, etc but I don’t know much about those.
